In continuation of my Despatch No.489 of the 28th November, 1901, I have the honour to enclose copy of a letter from the General Officer Commanding to the Inspector-General of Fortifications commenting upon my Despatch No.489, of which I furnished a copy to the General Officer Commanding and to submit the following remarks upon the General Officer Commanding's letter.

As regards the first paragraph of that letter, I am prepared to admit without prejudice that the proposal to exchange sites at High West in return for the release from Military Reservation of certain Military Reserve at Kowloon was made by the Acting Colonial Secretary.

3.

I know nothing about the statement that this exchange was suggested to relieve the Colony of a cash payment of £7,000 which was asked for the site for Married Quarters close to Mount Austin.

The then liability of the Colony in respect of barrack works was to contribute one-third of the cost of such works; but that liability did not include any portion of the cost of the sites for barracks.
